Dostoyevsky's capture in Bungo Stray Dogs, Vol. 13 does not mean the Armed Detective Agency can lower its vigilance. The perfect murderer is still out there, but Rampo is on the case, looking for the tiny clues that the man who can eliminate all criminal evidence might have forgotten. Through clever observations, Rampo tracks the murderer down, and convinces him that he must turn himself in to bring any validity to the perfect murder, otherwise the mystery will never be solved.

The Agency is then threatened by the Decay of the Angel, the true group to which Dostoyevsky belongs. Gogol, a lover of chaos, uses his ability to move objects through gates to eliminate enemies of the group and set up the Agency to take the fall for the murder of the Minister of Justice and other government individuals. Meanwhile, Dazai finds himself under arrest by a blind agent for the many crimes he committed while a member of the Port Mafia. Can the Agency survive the arrest of its best agents?
